Today’s armed confrontations occur in the middle of the civilian population like never before in the history of human conflict. Armed forces involved in these missions must adjust their operational legal doctrine for this very complex battlefield where lethal force is not, nor can it be, the first option. This new battlefield and its human rights legal regulation do not allow criminals to be considered military objectives and collateral damage is almost always legally unacceptable.

A well-known expert in the field of human rights, Pat's work has taken him from Chile to Mexico to Nigeria, educating foreign military officers, meeting with human rights workers and NGO representatives, and creating the first-ever human rights curriculum for a Regional Academic Center of the Office of the U.S. Secretary of Defense.
